Potentially everybody, but typically only those people who care about the issue will vote.

• If everybody votes then an election is the most accurate measure of raw public opinion.
• A collective expression of consent

CONs

• Typically only debilitated, raw public opinion is realized.
• With low or mandatory participation, it is difficult to distinguish an election from a SLOP.
